TOML to JSON

TOML is the config format behind Cargo.toml and pyproject.toml. This reads one as JSON, with tables becoming nested objects and scalar values keeping their meaning — numbers stay numbers, booleans stay booleans, and TOML dates are emitted as JSON strings.
